Think of an organisation with a gap in it, going out to find fresh people to fill that gap — putting up a notice, interviewing, persuading, and finally bringing someone in from outside. Everything here is that one movement: from outside, in. The noun is simply the person standing at the end of that movement, newly inside and not yet part of the furniture.
