Think of a line drawn at whatever counts as normal — the usual price, the usual temperature, the usual behaviour of this person. `unusually` is the speaker pointing at that line and saying: this one is off it. What sits off the line can be an amount (`unusually cold for May`) or a whole event (`Unusually, the shop was closed`). Either way the word is doing the same job — it quietly reminds you that a normal exists, and marks this case as away from it.
