Picture two people who have got hold of each other and will not let go. Each one pulls, the other pulls back, and neither of them is throwing punches. Arms, elbows, a bit of shoving, and the whole thing is over in half a minute. Often there is one object in the middle — a ball, a bag, a cushion — and both pairs of hands are on it. That is a tussle: close, , energetic, and usually not serious. The word works as a verb for the action and as a noun for the scene, and everything else it means keeps that picture of two sides pulling at one thing.

The source entry says only that tussle is related to tousle, the word for rumpling someone's hair. That is a link between words, not a full history, so read it as a memory hook: tousle leaves hair in a mess, tussle leaves two people in one.
