One way to hold this word: a coat thrown over your shoulders. That is where tog started — an old street word for a cloak — and a cloak is two things at once. From the word’s history

Shortened from earlier togemans or togeman, thieves' cant for a cloak or loose coat, from Middle English tog, from Old French togue, from Latin toga. By the 1700s tog alone meant a coat; before 1800 the plural togs had widened to clothing, and the verb followed.
