One way to hold this word: a coat thrown over your shoulders. That is where tog started — an old street word for a cloak — and a cloak is two things at once. It is the clothing you are wearing, and it is the layer that keeps your heat in. Every meaning in this group is one of those two things, either the clothes themselves or the warmth they hold.

From the word’s history

Shortened from earlier togemans or togeman, thieves' cant for a cloak or loose coat, from Middle English tog, from Old French togue, from Latin toga. By the 1700s tog alone meant a coat; before 1800 the plural togs had widened to clothing, and the verb followed.
