Picture a complete set of things gathered and readied for one purpose — you get 'fitted out' with it (the word even reads like out + fit). The plainest set is the clothes you put on for an occasion; the same idea reaches to a kit of tools for a job, and even to a crew of people assembled to work as one unit.
