Think of standing on a beach twice a day: the whole sea slides up the sand, then slides back out. Nobody pushes it and nobody can stop it — it is a huge, slow, regular movement that carries everything floating on it. Most of the other meanings are that picture lifted off the water and put onto events, feelings and crowds.
