To drop or throw a lot of small things so that they land spread out over a wide area. It is most often used in the passive: the floor was strewn with paper.

Think of a hand holding a loose handful of small things and swinging it outward. The things do not go down in a pile; they part in the air and land apart, each one where chance takes it. What you get is a thin covering with gaps in it, spread wider than any pile would be. Every use of strew keeps some part of that: the swing of the hand, the look of the ground afterwards, or that same look moved onto something you cannot touch, such as a page full of mistakes.

From Old English strewian, to strew or scatter, related to Dutch strooien and German streuen, and going back to a root meaning to spread or scatter. The oldest recorded meaning is already the modern picture: things spread out rather than gathered.
來自古英文 strewian（撒、散布），跟荷蘭文 strooien、德文 streuen 同源，更早的字根意思是「攤開、散開」。也就是說，最古老的意思本來就是今天這個畫面：東西是攤開的，不是聚起來的。
