Picture a stream with flat stones laid across it in a line. You cannot jump the whole width, so you put one foot on the first stone. From there you can reach the second. Nobody stays on a stone; you stand on it exactly long enough to get to the next one, and then to the far bank. That short stay is the whole idea of the word.
