One way to picture it: this block was put in place before anyone started. Think of the theatre, where a piece of scenery is built, carried on and stood exactly where it belongs, long before the audience arrives. Whatever the word points at — a scene, a move, a whole operation — it is the part that was arranged first and then carried out, not made up on the spot.
