You can think of a 'requirement' as something that has to be there before things can go ahead — a thing that is asked for or needed. Whether it comes from a person, a law, or a school, it is the same idea: this must be in place.
From 'require', from Latin requirere 'to seek, ask, ask for (something needed)', from re- + quaerere 'to ask, seek'. A requirement is at root a thing that is asked for or sought — which is exactly the modern core: something needed and demanded.
