Picture two places a thing can live: on paper, and out in the world where it has to actually work. Practical always points at the second place. Once you are standing in that second place, the questions that matter change — does it work, is it easy to use, can this person handle a real problem, what happens in effect rather than on paper. Every sense of practical is one of those questions.
