If someone is level-headed, they stay calm and think clearly when they have to judge or decide. They do not panic, and they do not let anger or excitement push them into a silly choice. It is a compliment. You can be level-headed in a crisis, or as a general character: a level-headed friend is the one you call when something goes wrong. It is ordinary English, at home in speech and in writing, not stiff and not slang. The picture is a head that sits level — balanced — not tipped over by feeling.
