A low wall built along the edge of a roof, a bridge, a balcony or another high place, so that people and things do not fall over the edge.

Picture a wall that only comes up to your chest, running along the edge of somewhere high. It is solid, so you cannot see through it, and low, so you can see over it if you stand up. Two things follow from that shape: nothing goes over the edge by accident, and anyone behind it is out of sight until they choose to look over.
