Picture a row of upright bars standing side by side, making a fence you can see straight through. Rail is the bar; -ing turns it into the thing made of bars. Step back and you see railings, the whole row; point at one and you have a railing. Same object, two ways of looking at it, and the singular or plural tells the reader which one you mean.
