Take the word apart and the picture is there: operate plus -able, so it can be made to go. Someone could put a hand on this thing and it would move - the switch works, the steps can be followed, the surgeon can begin. What changes between the uses is only what is being set in motion: a machine, an arrangement, or an operation on a body.

「operable」可以想成 operate(開動、操作)加上 -able(做得到的),畫面就是「推得動」。

From the word’s history

Wiktionary records it as borrowed from Latin operabilis. The same operate also gives operation, which in English covers both running a machine and performing surgery - which is why one adjective serves a railway and a tumour.
