Something serviceable is in a fit state to be used. A serviceable bicycle still works; you can ride it. After a storm, people ask whether the phones are still serviceable. The word is a little formal — a mechanic or a report might say it; a child would just say it still works. Though actually, speakers often add a quiet shrug: serviceable can mean good enough, not nice. A serviceable coat keeps you dry but will not turn heads. It is praise of use, not of beauty. It does not mean good at serving people.
