Picture a cart with a single horse in front of it. Count the horses and you get one — and one horse is the smallest working team there is. It carries the least, it goes the slowest, and there is no second horse to share the load. That one animal can be read two ways, and English uses both. Read it as 'only one, so barely anything': a town with one horse in it is a town with nothing much in it. Read it as 'only one on the track': if a single horse is running, the result is already known.
