You can think of range as the circle a thing can reach: how far a camera can see, how far a signal carries, how far a bus can drive on one charge. Long-range simply draws that circle wide. The second use is the same circle turned on its side, so that it is measured in years instead of — a plan or a forecast that reaches far ahead. Either way, the word is only ever about reach, never about size, speed or quality.
