兩個意思用的是同一個圈，差別只在圈畫在哪裡：一個以「你這邊」為中心，一個是散落在大範圍裡的幾小塊。

Picture a circle drawn on the map around the spot you are standing on. `Locally` means inside that circle and no further. That boundary is the whole word: the vegetables were grown inside it (`grown locally`), the phone call never crossed it (`call locally`), the heavy rain fell on one patch inside it and nowhere else. The word itself never says how big the circle is — the situation decides that, from one street to a whole county.
