You can picture someone who walks in and looks closely into things — checking a kitchen, a ticket, a factory line — to make sure it is done right and the rules are being kept. An inspector is the eyes that look INTO something on other people's behalf.

From the word’s history

From Latin inspicere 'to look into' (in- 'into' + specere 'to look'); an inspector is literally 'one who looks into' something. The very act of looking-in-to-check is baked into the word.
