Think of a ruler with a sliding marker on it. On most plans and models the marker is pulled back, so the thing gets smaller to fit on a table. Full-scale is the marker pushed all the way out: nothing is shrunk. First that is literal — the model is as big as the real boat. Then the same picture covers actions: the search, the test, the review is run at its largest possible size, with nothing trimmed to save effort.
