all-inclusive; thorough · adjective · C1
Including all or nearly all of the details, facts, or things that should be covered.
Picture drawing one big circle and finding that nothing you cared about is left outside it. A comprehensive report, list, or plan is one where you look for the gap and cannot find it. The word is not about being long or detailed for its own sake; it is about coverage — everything that belongs inside is inside. The two narrower uses (car insurance, British schools) are just that same circle drawn around a particular thing.

comprehensive (insurance) · adjective · C1
Used about car insurance that pays for damage even when the accident is your own fault.
