核心畫面

Picture drawing one big circle and finding that nothing you cared about is left outside it. A comprehensive report, list, or plan is one where you look for the gap and cannot find it. The word is not about being long or detailed for its own sake; it is about coverage — everything that belongs inside is inside. The two narrower uses (car insurance, British schools) are just that same circle drawn around a particular thing.
