You can picture frankly as talking with nothing in the way: no soft wrapping, no going round the edge of the point, no part left out because it might be awkward. The basic use describes how someone speaks or answers. From there the word slides to the front of a sentence, where it stops describing the talking and instead warns the listener what is coming.
