Wiktionary traces the verb to Old English forberan 'to forbear, abstain from, refrain; suffer, endure', built from the Germanic for- prefix with beran 'to carry, bear'. The old sense of carrying and enduring is still doing the work: what you forbear is something you keep inside rather than let out.
