This fed can be thought of as the word federal with the end cut off. What is left is 'the federal one' — the level above your town and your state, the side that comes from Washington. Sometimes that is a person with a card in a pocket. Sometimes it is the whole government. Once, with a capital F, it is the bank the federal government set up. In every one of them, somebody is picturing an authority that is not local.
