Starved describes someone or something suffering badly, or dying, from not having enough food — "the animals were starved" means they were left with almost nothing to eat. In everyday, less serious talk, people also say "I'm starved!" just to mean "I'm very hungry." And there's a figurative use: "starved for attention" or "starved of love" means someone badly lacks something they need emotionally, not food.
