Picture the person standing one step below the one in charge, ready to step into the empty chair the moment it is empty. A deputy is that second-in-line — someone whose authority is borrowed from the person above them. Different countries have handed that borrowed authority to different jobs, which is why the same word names a sheriff's officer and a member of parliament.
