    The second-in-command is the person with the next highest rank to the leader of a group. If the leader is away, or cannot act, this person steps in. You hear it a lot in the army, the navy, and the police, but companies and sports teams use it too. People sometimes it in speech to two I C, written 2IC, especially in military talk. It names a place in the group, not a skill. The leader is in command; this person is next. Though actually, in a small team the second-in-command may do almost the same daily work as the boss — the title is about who decides when it counts.
