Think of the price tag with a piece taken off it. The number that was there has been shortened, and what is left is what you actually pay. The word never explains who did the cutting or why — a sale, old stock, a business that runs cheaply. It only says the number is smaller than the usual one. Once you see the cut tag, you can hang it on the goods or hang it on the shop door, and the picture still works.
