Picture a rule written on one side and someone's actual behaviour on the other, and the two lining up. Compliance is that lining-up, looked at as a state you can check: the tests are run, the boxes match, the company is in compliance. It says nothing about whether the person agrees with the rule — only that what they do matches it.
