From Italian complire, Catalan complir, Spanish cumplir (or Old French compli), from Latin complēre 'to complete, fulfil', from com- + pleō 'to fill'.

Picture a rule already written down, and someone's behaviour lining up with it. The rule came first and does not bend — what moves is the person. That is why the word feels official: it is about matching a standard that is not up for discussion, not about agreeing with a friend.
