Picture someone who has been pushed into a corner: the ways out are almost used up, time is running short, and they stop caring how it looks — they throw whatever they have at the problem. 'Desperately' is that pressure showing up in the way an action is done, and from there it can shade into simply meaning 'to an extreme degree'.
