One picture holds this whole word: something flat riding on top of the water instead of sinking into it. A board with a person standing on it, along behind a boat. The water is not being cut through; it is being ridden on. Once you can see that, the car use is the same picture with different equipment, because a tyre on a film of is also a flat thing riding on top of water.
