One way to hold sleaze is as a greasy film lying on something that is meant to be clean: a government, a company, a rack of magazines. You can still see what is underneath, and you can see the dirt on top at the same time. Nothing here is dramatic crime; it is small, ordinary dirtiness that has built up — money taken quietly, lies told easily, sex used as a tool. Because the film sits on the surface, the word also goes onto the people who carry it and onto the pages that are full of it.

The noun was made backwards out of the adjective sleazy, which first described cloth that was thin and of poor quality — it looked acceptable but would not hold up. That picture of a thin surface that cannot bear weight is still what the modern word accuses people of.
