Decency is behaving in a way that is honest, fair, and respectful toward other people - basic good manners and basic morals, not being cruel or dishonest. When someone "has the decency to" do something, it means they do the polite or right thing, even a small thing, like apologizing after a mistake. "Common decency" is the basic level of respectful behavior most people expect from anyone.
