Picture something being passed along a line of hands. The first hand had it new, or was there when it happened. By the time it gets to you, yours is the second hand in the line: the jacket has already been worn, the story has already been told once, the experience belongs to someone who is now describing it to you.

The source splits the phrase as second (the ordinal number) plus hand in its older sense of a party or person involved in something. So second hand is literally 'the second party' — the one who gets the thing, or the news, after somebody else has had it.

Picture a clock face with three pointers on it. Two of them look still; the thin one is the only part of the clock you can actually watch moving, or sliding from mark to mark and coming all the way round once a minute.

The source gives a different split for this word: second in its time-unit sense plus hand meaning the pointer on a dial. That is why the stress falls on SEC-ond here, and why it has nothing to do with the second hand that means used.
