Picture a doctor writing a short note and saying, 'I can't treat this here — take this to the eye specialist.' The person or the problem does not stop with the first person; it gets passed along to someone better placed to handle it, and the note is the handover itself. A referral is that act of passing on, seen as a thing you can have, get, need or write.
