If something is referable to something else, you can fairly connect it to that thing — it belongs with it, or you can trace it back to it. This is a stiff, formal word. A delay may be referable to a software fault, meaning that is the related cause. Doctors may say a pain is referable to a part of the body, meaning that is where it points. Though actually, there is a second formal use too: a case that is referable can be sent on to another person, such as a specialist. In everyday talk people usually say related to or can be referred to instead. Students rarely need this word in chat; they meet it in reports, law, and medicine.
