You can think of pity as the soft you feel when you look at someone in a bad situation — an animal in the rain, a stranger who has lost everything. Your heart moves toward them, but your hands usually can't fix it. That mix of sadness for another person plus a sense of helplessness is the picture the whole word grows from; when the same feeling is aimed at an event instead of a person, it comes out as "what a pity".
