You can start with the physical thing: a thin flat sheet you write on, draw on, or wrap things in. Almost everything 'paper' means is either that sheet itself put to a special use (a sheet for the toilet, a sheet for the wall) or — more often — what gets written ONTO the sheet: the day's news, a stack of work documents, an exam, a scholarly article, even stocks as printed certificates. From there 'paper' picks up a faint shadow of meaning too: because words on paper aren't yet real, 'on paper' comes to mean 'only as an idea, not yet proven in real life'.
