    someone who comes from a different country from the one you are in, or from the country you are talking about.

    「foreigner」就是 foreign（外國的）加上 -er（人），所以可以想成「來自別的國家的那個人」。它是相對的說法：同一個人在自己國家不是 foreigner，一到別的國家就是了。要注意的是，foreigner 會把人推到「不是我們這邊的」那一格，聽起來有距離；所以在日常英文裡，大家更常說 people from other countries（來自其他國家的人），意思一樣、感覺親切得多。

You can think of a line drawn around one country: everyone inside it belongs there, and a foreigner is someone standing inside that line whose home country is a different one. The word is always measured from where you are — a person in Japan is a foreigner there, and a Japanese person in Taiwan is a foreigner here.
