Picture a courtroom at the moment the judge speaks. The arguing is over, the decision is written down, and what is read out cannot be taken back by anyone in the room. That announced, fixed, ending is the shape of this phrase. Every use keeps the shape and changes who is speaking: sometimes a judge, sometimes an illness, sometimes a government signing a piece of paper.
