You can think of cease as the formal twin of stop: something that was going on now goes on no longer. The meaning is plain, but the word carries a suit and tie — it belongs to news reports, official notices, contracts and written English rather than to everyday talk, and two of its three uses only ever appear inside a fixed phrase.
