You can picture strategy as a general standing over a map of the battlefield, deciding before the fighting starts where each army will move so the whole campaign works out. The word still carries that high-up, before-the-action planning: not the small move you make in the moment, but the big shape you lay out in advance to win.
From Greek 'stratēgia', the office or art of the 'stratēgos' (army leader / general) — literally generalship. The military planning sense is the original; the modern 'plan to reach any goal' sense grew out of it.
