Something has been sitting in hot liquid far longer than a quick cooking would need, and the long wet heat has changed it all the way through: it has gone soft, loose and dark. That is the whole picture, and every use of the word is a version of it. Keep the heat on the right amount of time and you get supper. Leave it on too long and you get a pot of bitter tea. Put a person in the picture and you get the old joke: someone who has soaked so long that he has gone soft too.

The word is simply stew plus -ed, so it is the past participle of the cooking verb used as a description. Everything the adjective does is the cooking verb, seen after the fact.
