One way to hold stewed is a lid, a low flame, and time. Something has been sitting in hot liquid far longer than a quick cooking would need, and the long wet heat has changed it all the way through: it has gone soft, loose and dark. The word is simply stew plus -ed, so it is the past participle of the cooking verb used as a description. Everything the adjective does is the cooking verb, seen after the fact.
