A practitioner is a person who actually does a skilled job in real life, not just someone who studied it in books. It's used most often for doctors, nurses, lawyers, and other trained professionals - for example, a "general practitioner" (or GP) is a family doctor. The word points to real, everyday work with a skill, out in the world, not just knowledge of it.
