Made into or sold as a fine dry dust. Powdered food, drink or medicine has usually been dried first and then ground up, so you add water to it again when you want to use it.

One way to hold `powdered` is to picture a small heap of fine, dry, pale dust. From that heap the word points in two directions. Either the thing itself has been turned into the dust — milk, sugar, ginger, medicine. Or the dust has been laid on the outside of something else — a face, a wig, a surface. It is the same dust each time; the only question is whether it is what the thing has become, or what the thing is wearing.
