警察執法的方式
Picture someone whose job is simply to be there and keep watch over a space: walking through it, being seen, in when a rule is broken. Policing is not those people and it is not one thing they did — it is that whole watching-and-keeping-order, taken as a way of working. Once you can see the picture without the uniform, it fits any space with rules in it: a city, a trade, a website, a classroom.
