Picture one flat rectangular piece set into something bigger: a square of wood in a door, a sheet of metal on a car, a piece of cloth sewn into a skirt. That flat separate piece is the base picture — and, through an old legal use of a piece of parchment, the same word came to name a group of people.
Panel is from Old French panel 'piece of cloth', from Vulgar Latin pannellus, a diminutive of Latin pannus 'piece of cloth'. In Anglo-French legal use it meant 'the piece of parchment listing the names of those summoned to serve on a jury', which by the late 14th century came to mean the jury itself; the wider sense 'persons called on to advise, judge or discuss' is recorded from about the 1570s.

這一支的來源是那張寫著陪審員名字的羊皮:名單先被叫做 panel,後來這個字就直接指名單上的那群人。所以現在的評審團、來賓席、陪審團都用同一個字,中間的橋是一張紙,不是一塊板子。
