Holding something back so that it cannot grow, improve, or go any further. It is often used of the one condition that sets the ceiling, as in the phrase a limiting factor.

One way to see it: a flat hand pressed down on top of something that is trying to rise. Everything under the hand may be in perfect order, and it still cannot go any higher. The important part is which side the word names. Limiting is the hand, not the thing being pressed. Sometimes what is under the hand is a project or a number, and sometimes it is a person.
